THE Youth Community Leadership Initiative

is a flagship youth and community empowerment
initiative co-organized by the National Youth Services Council (NYSC), United Nations Volunteers (UNV), World Health Organization (WHO) and United Nations Development Programme (UNDP) initiated for the first time in Sri Lanka.

What we do

YCLI aims to improve access to opportunities for young aspiring leaders to meaningfully engage in promoting social cohesion and development that will enhance their political and civic representation. Through this unique approach, young leaders identify how they can contribute to more inclusive development processes that promote a healthy settings approach whilst also advocating volunteerism as an entry point. It also helps them to determine their own priorities, set their own agendas and engage with youth or other actors pursuing their aspirations whilst helping others in society.

In accordance, the youth participants will be capacitated through 20 training modules in thematic areas such as

social cohesion

community wellbeing

healthy lifestyles

collaborative leadership

economic development

gender equity

These knowledge areas will lead them to conduct a community need assessment in their specific area and will participate and lead the development and implementation of community-based action plans for promoting a healthy setting in their own communities which will pave way for achieving their own leadership aspirations while enhancing community wellbeing.

Generating New Ideas. Solving Big Problems

A total of 18 trainings which will be conducted covering 20 modules identified by NYSC together with the UN Agencies to orient on healthy settings, community development and volunteerism is in-line with the overarching project objective.





  • Build a comprehensive capacity building programme for youth to work with their peers as well the government and civil society actors particularly from politically vulnerable areas of conflict and social marginalization in the country.
  • Ensure that gender equality, youth inclusion and responsiveness is developed
  • Employs the unique healthy settings approach to guide participants to identify how they can contribute to more inclusive development processes that prevent conflict and violence in the society.




  • Sri Lankan Citizens
  • Youth between 18-32 years of age
  • Who are able to periodically commit for over 12 months

target audience

  • Youth parliament members
  • National Federation of Youth Club members
  • Members of CSOs, YSOs, NGOs and other similar entities
  • University undergraduates/ post graduates
  • Any youth who doesn’t belong to above groups yet keen on community development
